Actually the referee in the picture is M. Rene Guidicelli the French referee who shared the matches in the 1954 World Cup with Charlie Appleton
Don’t think it is the 1954 World Cup. Could be either France v Wales or Other Nationalities at Marseille in 1950 or 1951. Opposing captain looks like a hooker with shin pads and number 9 on his back.
